Activism started against the Pantry Car in Train.

Our first war against corruption in Indian Railways :Few months back me,my college friends and some passed out seniors of our college were travelling in Samparkkranti Expess, from Bangalore to Delhi in sleeper class. The railway vendors were selling the tea in Rs 10, which was supposed to sell at 7. Our seniors asked the vendor to return Rs 3 but he refused. When some of the friends and our college seniors talked about this with T.T.E. and asked about the complaint book ,he denied to give it to us, but watching our strength, which was about 30, he had handed over it to us. We had decided to start complaint campaign in train and went to each person on train who had problems and want to write complaint. A lot of people have written complaint.

This blog is for the citizens of the country who don't want to give up and want to fight not only for their rights,but for the rights of others also. I have given some rules of the corrupt authority, just to make understand the weapon they could use during the conversation. These rules would help you to prepare you in your fight with corrupt system.


HERE IS THE INCIDENT (Our second war against the corruption in Indian Railways):


On 16 of march, me, my friend Hemant whom we call Dadda and Rakesh ji were travelling from the train. We were coming from Delhi in Karnatka sampark kranti Express. Half of the way is passed and we were purchasing water bottle having MRP Rs. 15 in Rs 20, which was very annoying. Everybody was abusing the system but no body was taking the initiative to complain. Me and Dadda thought to do something like we had done previously. I said to Dadda - "Lets do something ."  Dadda was also pissed off by the wrongs doings of the vendor.

(When you see anything and start doing something, you start thinking of your interests with those actions, you start thinking of sudden benefit of yours. If the benefit is too small and you could bear that much of loss, you leave that there without thinking that for somebody that much money may matters a lot. The  small amount of money which many of us leave turn into big amount and contractor and other bureaucrats enjoys that money. Who knows, to get the contract of pantry car how much money contractor had given to officials and now compensating it. Who knows how many honest contractors didn't able to get that contract because they haven't paid to bureaucrats. These are assumptions, but some of them seems to be true, if we do the calculations of Black money transferred.)

 When T.T.E. came we asked him complained book, he asked us the problem and after listening the problem he said that pantry car manager have that.

(Rule 1 :To confuse you and to make your work worst is first nature of public authority. He will try to avoid you or tell you the complexity of the matter, if you are trying to take action in which his interests may affect)

We reached to the manager of the pantry car after crossing about 10 coaches and told him about the problem- "Sir, your vendor is selling the water bottle of  Rs 15 in Rs 20 , now we want complaint book to write complaint".
We asked the complaint book directly. "Who is selling in 20?" he asked, making an arrogant face. He called a vendor and asked him about this. "No" The vendor refused.
"Then why don't you come with me and ask the people about this?" I said.
"You are travelling from Delhi and now you are complaining me about this: and why are you asking complaint book directly, you have to tell me first." He said.
"Sir its your responsibility to check, after all you are manager not we, and please give us complaint book because the T.T.E. told us that it is with you"  Dadda replied.
"I don't have complaint book, go to T.T.E." he said rudely. He thought that we would not go and search T.T.E. and then complain about the matter. But sometimes you don't know to whom you are facing.

( Rule 2:This is nature of authority to suppress the pupil by showing arrogance or rude behavior.)

 We were firm to take the action, so we reached to the T.T.E. in his couch; but he said that the new T.T.E. will just board on this station, complaint to him. He introduced us to the new T.T.E. and departed. The new T.T.E. listened our problem and said us to go to our berth and promised to follow us in half hour. We returned to our berth after crossing more than 15 over crowded coaches and waited him for 45 min. Then we again reached him. He came to pantry car with us sat in the managers cabin and requested us to sit.
We sat and he asked the manager about the matter and scolded him to show us that how angry he is.

(Rule 3 : if the authority vigil the matter and not in mood to take action due to various reasons, he will just scold the authority below him or show his fake anger and try to negotiate.)


Then he ordered the standing vendor- "bring something for sir". He quickly bring tea  for us. But we refused gently. The T.T.E. and the manager were requested  at least 10 times. Sometimes it seemed that they will pour the tea in our mouth. Some how we tolerated the request of tea.

(Rule 4 : they will try to offer you many things. don't come in their tricks, they just want to make rapport with you for further conversation. Be strict and firm at the moment)


When the tea bribing failed he said- " Sir , see.... if you would complain, the job of poor vendors would be on stake. Please think about their child. What they will eat."  I was well aware that why he is playing such drama, but me and Dadda was listening him that time silently: "Sir your complaint will not affect the contractor much, he will do his job after paying Rs. 10000 fine, but the poor vendor would suffer most.". 

(Rule 5: they would try to play with your emotions)

"Sir I would have not even left my father at this: and you are supporting him, what type of officer you are?" Dadda was pissed off. " Sir I am not from London, I know very well, nothing would happen to the vendors, this all is not possible without the involvement of management" I said   "..... and if we had not taken step on this then its worst to study that much, please give us complaint book and let us do our work, we don't have much time or we would call media." I continued.
The manager who was listening the conversation suddenly spoke-" Bhai Sahab, lets assume that you have purchased 20 bottles, I am returning you the money of 30 bottles. lets end this....".  " No... what do you think that I am doing this for myself or for my money, keep that." I said. " just give me the complaint book." I turned towards T.T.E.

(Rule 6 : they would try to bribe you)


TTE then talked to some higher officer on phone and tried to convince us once more but we refused, then he called us to his coach, and asked ticked, which I handed over him. My ticket was waiting. "You could not file complaint because you are waiting candidate." i said. "Could you show me where it is written or could you give me this in written. " 

(Rule 7: they would try you to trick you in red tapism)


He pulled some paper but could not find anything, I said: "its all right my friend will write the complaint, mean while I would send others to you for writing complaint." I left the coach and motivated other passenger to write. About 7 of the people from passengers agreed to file complaint and some passengers who were travelling alone with luggage promised to complain to authority on station  after reaching on station.

I was in too much anger against the system. I decided to complaint against T.T.E. and done online complaint of T.T.E. online on  email id of Indian Railway which is customercare@indianrailways.gov.in.

Respected Sir/Ma'am,
I was travelling in Karnataka Samparkkranti ( train no. 12650 ), I started my journey from H Nizamuddin on 15 March, 2014. The pantry car vendors in the train were selling the water bottle having M.R.P. Rs.15 at Rs. 20. On 16th of March at about 6:30 pm, when I complained about this to the T.T.E. and asked him to give me complaint book , he simply refused to give it to me. The berth of T.T.E. was in A 1 coach. Moreover, he didn't done any round in the train and I had to approach him in his coach.Also, T.T.E. was not wearing his name batch. When I asked continuously for the complaint book, he said  that I could not do complain because I didn't have a confirmed ticket. 

I request you to lodge a complaint against the  on duty T.T.E. ,who was in charge before the train arrived at Yesvantpur (YPR) station for protecting the Pantry Car management and for not doing his duties properly. Please reply me about the lodging of complaint and the necessary action taken.

Till now I had not got any reply, but I am sure these small steps would fill some fear in the corrupts.

After reaching my destination I was not only angry with the system but also with me. Why I tolerated this till now? When I was in the way I was scolded by my friend Pratishtha, because I had threw the waste outside of the window. At sudden I thought that I would do something for that, because I believe in improvement of system. If we had dustbin in trains no would throw waste outside of the window. I had filed R.T.I. after reaching home that how many trains have dustbins in their sleeper coaches. I decided to collect more information about that through R.T.I. and do something for that.
